Responsible Growth – Shutdown
I attended the Charter Review Commission Meeting last night. I was there to propose a responsible growth measure that would put larger developments and land use changes before public vote. There were some supporters on the commission, but there were more folks opposed. The general argument is that we have a good system now that properly vets projects and land use changes. There were a couple of city folks there to help explain the system. There was additional concern that all projects would get stopped and could hurt the city’s income. Someone likened it to Prop 13.
The reality is that several other beach communities have added similar responsible growth elements their charters. There is a reason that they have been put in place.
In my opinion, this is the only way that we can take permanent control away from those abuse it. There is talk going on about making a petition drive to get this on a ballot. I would be curious from this in this group as to their opinion on this issue. Am I the only one who feels like things are out of control and the city is not listening to us? Do we need bigger downtown? Do we need a Beach Edinger Corridor? And more to come? If the city will not listen to us – what options do we have?

The planning commission’s vetting process should be enough. Except, they can be overruled by the HB City STAFF! Hardly reassuring.
I have spoken with two of the main folks who created the Redondo Beach measure. They hired an attorney to draft it and its very solid. They stated the city outspent them 10 to 1 and had a counter measure on the ballot, yet it easily passed. I’m not sure how one would measure success. It is forcing major land use changes to public vote. I assume that most residents think that is great and developers, some land owners and the city probably think that stinks. There is rumor that the city of Newport has gotten around the Newport measure – but I do not know that to be true or false.

We all have to come together to show the council how strong our group is. Let the council know on a constant basis thru phone calls and e-mails, that we are aware of what is going on and will be heard. If anyone wants to organize a meeting for all concerned to meet and iron out issues I would love to be involved. Let’s set up a plan of attack together.

I would like the permitted or metered parking to be on all numbered streets. I do live on the first block and support this item above, but this will just push people to 2nd, 3rd, 4th, etc blocks. We don’t want this. Make residencial parking just that. Make it cheaper for visitors to park in approved structures than parking on the streets. Let’s correct the behavior and keep our streets safe, clean, and our property from being vandelized.
Ah, Kim, your mouth to God’s ears. In the game of intimidation, an HB Staff recommendation overriding recommendations by the Planning Commission is a heavy hammer. Had there not been so much resident opposition, I do not wonder that a different result would have taken place. Hope to see you at the council meeting on January 19 when the council reconsiders the DTSP.
Lets all pray or visualize David Rice’s proposal, For voter approval of large developments is on the ballot,and passing. That will be the answer to my prayers.
